TikTok to invest Euro 1 billion in second data centre in Finland

TikTok expands its European presence with a second data centre in Finland, boosting local data storage and digital infrastructure investment

TikTok will spend €1 billion (USD 1.16bn) to build a second data centre site in Finland, which was announced recently, just weeks after TikTok was said to be reducing its data centre capacity in Ireland.

The second data centre will be in the Kiveriö district of Lahti, Finland, which is northeast of Helsinki and west of Kouvola, where TikTok is planning to build its first Finnish data centre, which will be built by Hyperco, and which it announced in April 2025, with an initial IT capacity of 100MW.

“Finland offers a unique combination of strong digital infrastructure, access to clean and reliable energy, and a highly skilled workforce. That makes it a natural choice as we continue to expand our European infrastructure and strengthen how we protect and store data locally,” said Christian Hannibal, head of public policy for TikTok in Finland.

The data centres form part of TikTok’s Project Clover, a €12bn (USD 13.8bn) European digital sovereignty effort that has seen TikTok set up locations around Europe to ensure governments that data would remain within the region.

The partner behind the data centre is unknown; however, DayOne is developing a 128MW campus in Lahti, which it announced in August 2025 and expects to be ready for service. DayOne also said it invested in Hyperco’s Kouvola data centre project, which is being used by TikTok.

DayOne was established by the international unit of Chinese data centre firm GDS, which was formerly known as GDS International, changing its name in January 2025 and launched as an independent company after completing a Series B funding round. DayOne is now a Singapore-headquartered, independent company with a global investor and customer base.

In Norway, TikTok uses three data centre buildings developed by Green Mountain in the company’s OSL2-Hamar campus. All three buildings have been operating since April 2025.
