ITU ICT Development Index: Saudi’s digital transformation occupies first rank

The latest edition of the index evaluated 159 digital economies using two core pillars: universal connectivity and meaningful connectivity

In a boost to Saudi Arabia’s digital transformation campaign, the Kingdom, in the International Telecommunication Union’s (ITU) ICT Development Index (IDI) 2026, has secured first place globally, giving global-level validation to the Gulf major’s rapidly expanding digital infrastructure and improved connectivity.

The latest edition of the index evaluated 159 digital economies using two core pillars: universal connectivity and meaningful connectivity. Together, these indicators assessed not only access to digital services but also how effectively people and businesses are able to benefit from modern information and communications technologies (ICT).

Reacting to the news, the Kingdom’s Communications, Space, and Technology Commission (CST) said Saudi Arabia’s top global ranking reflects outstanding performance across both pillars of the ITU index.

The commission attributed the achievement to the Kingdom’s continued investment in digital infrastructure, sustained leadership support for the ICT sector, and close collaboration between public and private sector stakeholders.

“The strong regulatory environment and comprehensive digital ecosystem have enabled Saudi Arabia to maintain its leadership across a growing number of international ICT indicators while accelerating the expansion of the national digital economy,” CST noted further.

The Kingdom’s digital sector, irrespective of the international recognition, has continued to post robust growth. By the 2025-end, Saudi Arabia’s ICT market had expanded to SAR199 billion, making it the largest and fastest-growing ICT market across the Middle East and North Africa (MENA).

The sector ended up recording a compound annual growth rate (CAGR) of 8% over the past five years, supported by 100% internet penetration and a median mobile internet download speed of 216 Mbps, reflecting widespread access to high-speed digital services.

“These indicators demonstrate how infrastructure investment has evolved beyond network expansion into a broader platform supporting innovation, digital business activity, and economic diversification. Saudi Arabia’s continued leadership in the ICT Development Index reflects the broader objectives of Vision 2030, where digital transformation has become a central pillar of economic modernization,” CST said.

Instead of focusing totally on expanding connectivity, Saudi Arabia has increasingly prioritized building an inclusive digital ecosystem that would be capable of supporting government services, businesses, entrepreneurs, emerging technologies, and future industries.

When it comes to making steady progress across global digital competitiveness benchmarks, Saudi has been a prominent name, as global rankings have consistently taken note of the Kingdom’s progress in fields like digital governance, cybersecurity, and digital infrastructure under its “Vision 2030” socio-economic transformation agenda.

The Gulf major’s digital transformation efforts have been supported by major investments in domains like 5G networks, fiber-optic infrastructure, cloud computing, artificial intelligence (AI), and data centers. The Kingdom wants to become a regional digital hub connecting the Middle East, Africa, and Asia.

As per the CST, Saudi Arabia has expanded nationwide broadband coverage while fostering competition among telecommunications operators to improve service quality and affordability. The regulator has also introduced supportive policies towards spectrum management, digital innovation, and emerging technologies.
