The State of Qatar’s budget is estimated to generate QR197 billion in total revenues for the fiscal year 2025, according to Minister of Finance HE Ali bin Ahmed Al Kuwari. This is a 2.5% drop from the previous year’s total budget revenues.
To improve financial flexibility and guarantee expenditure stability, the country accepted the average oil price of USD 60 per barrel, according to the finance minister, who also stated that the country continues to estimate oil and gas income conservatively.
The estimates of the expected non-oil revenues for the year 2025 amount to QR43 billion without change from the 2024 budget level, he said. “Accordingly, the estimates of oil and gas revenues for 2025 amount to QR154 billion compared to QR159 billion riyals in the 2024 budget, which represents a decrease of 3.1%.”
HE Ali bin Ahmed Al Kuwari further stated that the entire expenses amount to QR210.2 billion, which is a 4.6% increase over 2024. We will employ both domestic and external loan instruments if necessary to fund the projected deficit of QR13.2 billion in 2025.
The state’s ongoing commitment to policies for building human capital and improving the calibre of public services is reflected in the allocations for the health and education sectors, which total QR41.4 billion, or 20% of the overall budget, according to the Minister of Finance.
The needed money has also been sent to strategic areas like business and industry, research and innovation, tourism, digital transformation, and information technology to help economic diversification efforts and achieve long-term growth.
The 2025 salary and wage allocations reached QR67.5 billion, a 5.5% increase over 2024. Compared to the prior year, allocations for secondary capital expenditures rose by 7.7% and current expenses by 6.3%. To support the ongoing implementation of strategic and development initiatives, the major capital expenditure budget saw a minor 1.4% increase.
At an upcoming news conference, Minister HE Ali bin Ahmed Al Kuwari is expected to go over additional information about the State of Qatar’s general budget for the fiscal year 2025.
